This recruitment is being conducted to fill (1) vacancy and will establish an eligibility list which may be used to fill future vacancies as they occur during the active status of the eligibility list.
Salary Range: Inspector I GU 174 ($34.8779 - $42.4957); Inspector II GU 177 ($40.3726 - $49.1909)

Probationary Period: 12 months
 
Under general supervision, inspects, monitors and enforces the standards for industrial and commercial pretreatment processes and wastewater discharge to ensure compliance with the Agency's Pretreatment and Source Control Program and federal regulations; protects Agency wastewater and recycled water collection systems, facilities and employees from unauthorized discharges; collects water and wastewater samples; maintains Pretreatment Program records and databases; and performs related duties as assigned.

DISTINGUISHING CHARACTERISTICS 
Pretreatment and Source Control Inspector I is the entry-level class. Initially under direct supervision, incumbents learn and perform a variety of inspection and water sampling duties in the monitoring and enforcement of IEUA's permitted industrial users to meet pretreatment program requirements. This class is alternately staffed with Pretreatment and Source Control Inspector II, and incumbents may advance to the higher level after gaining experience and demonstrating proficiency that meet the qualifications for the higher-level class.

Pretreatment and Source Control Inspector II is the skilled journey-level class in this series. Under general supervision, incumbents perform the full range of assigned duties with a significant degree of independence requiring sound judgment and decision making. Work requires the knowledgeable application of various federal, state and local laws and regulations related to industrial waste generation and pretreat­ment. This class differs from Pretreatment and Source Control Inspector I in the skill level required and the incumbent's knowledge of the industry and Agency programs gained through experience and higher levels of certification.

Employees in this class report to a supervisor.


EXAMPLES OF ESSENTIAL FUNCTIONS:

Collects water and wastewater effluent samples; determines sampling locations and methods; conducts tests for acidity, alkalinity, chlorine demand, hydrogen sulfide and other factors using field laboratory test equipment; performs basic analyses of samples and records data; maintains chain-of-custody documentation; stores and preserves samples in accordance with Environmental Protection Agency (EPA) requirements; cali­brates and performs basic maintenance on test equipment.

Reviews industrial self-monitoring reports for compliance and inputs data into Agency and regulatory databases.

Conducts announced and unannounced inspections of commercial and industrial businesses and pretreatment systems to ensure compliance with Agency and regulatory requirements regarding composition and quantity of discharges into the wastewater collection and non-reclaimable waste­water systems, including monitoring categorical industries, Significant Industrial Users and other sophisticated discharge systems; prepares, organizes and maintains inspection reports; examines permits and records to ensure compliance with regulations.

Creates and issues enforcement citations for industrial user permit violations including Notice of Violation and Late Notices; documents and reports major violations and significant non-compliance issues to more senior inspectors or supervisor; monitors due dates for corrections; reviews compli­ance monitoring reports and performs follow up inspections; documents enforcement activities.

Prepares and coordinates a variety of work reports and records; schedules and prioritizes workload; attends meetings; establishes and maintains cooperative working relations with other inspectors, agencies and industrial customers; performs customer and public relations; responds to violation reports and addresses permit questions.

Additional duties at the Pretreatment and Source Control Inspector II level
Delivers new, renewal or updated industrial user permits; explains changes and compliance require­ments.

As needed, performs audits of laboratories contracted by industrial users; reviews sample collection and preservation policies, procedures and methods.

May provide training and technical work guidance to Pretreatment and Source Control Inspector I.

Reviews plans and specifications for conformance with pretreatment regulations and Agency standards.


QUALIFICATION GUIDELINES:


EDUCATION, TRAINING, AND EXPERIENCE:
A typical way of obtaining the knowledge, skills and abilities outlined above is:

Pretreatment and Source Control Inspector I – Graduation from an associate's degree program in chemistry, biology, environmental science or wastewater treatment operations; and one year of wastewater maintenance or pretreatment inspection experience; or an equivalent combination of training and experi­ence.

A Pretreatment and Source Control Inspector I may be considered for advancement to Pretreatment and Source Control Inspector II after demonstrating proficiency to perform the full range of duties of the latter class. Proficiency criteria and the process for demonstrating performance at the levels established in the criteria are established jointly by hiring authorities and the Manager of Human Resources and are described in a separate document.

Typically, a Pretreatment and Source Control Inspector I is expected to be capable of meeting the proficiency criteria within a 24-month period, depending on an individual's prior experience and progression in performing the full range of Pretreatment and Source Control Inspector II duties as described in the established performance criteria.

LICENSES; CERTIFICATES; SPECIAL REQUIREMENTS:
A valid California Class C driver's license and the ability to maintain insurability under the Agency's vehicle insurance program.

Pretreatment and Source Control Inspector I: 
A Grade I California Water Environment Association Environmental Compliance Inspector certifi­cate or the ability to obtain one within one year of appointment.

Pretreatment and Source Control Inspector II: 
A Grade II California Water Environment Association Environmental Compliance Inspector certificate or the ability to obtain one within one year of appointment.
KNOWLEDGE OF:
Principles and practices of environmental compliance program enforcement and reporting require­ments.

A variety of manufacturing processes as sources of industrial waste and their effects on wastewater treatment processes.

Methods and processes used in water and wastewater treatment including collection systems and operations and pretreatment systems and processes.

Policies and practices of wastewater and water sampling from industrial, commercial and institutional sources.

Water sample management techniques and documentation including chain of custody and sample identification procedures.

Agency Enforcement Response Plan.

Local wastewater ordinances and multi-jurisdictional pretreatment agreements, state and federal laws and regulations pertaining to environmental compliance, industrial waste generation and pretreatment, including the Environmental Protection Agency's Code of Federal Regulations (CFR) 40, CFR 403 and general pretreatment regulations.

National Pollutant Discharge Elimination System requirements.

Customer service practices and telephone etiquette.

Principles and practices of recordkeeping and sound business communication; correct English usage, including spelling, grammar and punctuation.

Safety policies and safe work practices applicable to the work.

ABILITY TO:
Inspect industrial and commercial businesses for compliance with federal, state and local regulations related to wastewater and materials discharge into the Agency's collection system.

Use sampling equipment, meters, related test apparatus and other tools as instructed.

Define issues, analyze problems, evaluate alternatives and develop sound, independent conclusions and recommendations in accordance with laws, regulations, rules and policies.

Understand, interpret, explain and apply federal, state and local policies and laws applicable to areas of responsibility.

Utilize interpersonal skills to establish and maintain effective relationships with personnel in multiple industrial customers.

Enforce compliance with federal, state and local requirements by issu­ing verbal and written warnings for violations and by guiding noncompliant users back to compliance.

Prepare a variety of inspection and compliance reports, forms and documents that may become public record and used in a court of law.

Operate a computer and standard business software and a variety of environmental management systems and databases.

Communicate information accurately and effectively; comprehend requests for information or assistance; maintain a courteous and tactful manner when under pressure from industrial users and the public.
