There are two (2) vacancies in the Engineering Department

This recruitment is being conducted to fill two (2) vacancies and will establish an eligibility list which may be used to fill future vacancies as they occur during the active status of the eligibility list.
The candidates selected to fill the vacancies may be selected from either this Senior Engineer recruitment or from the active Senior Project Manager recruitment. Applicants interested in both the Senior Engineer and the Project Manager must submit separate applications for each recruitment.

Probationary Period: 12 months
 
Under general direction, plans, supervises and participates in the work of an engineering or planning unit; oversees and performs complex, professional engineering duties for a number of functional areas, including CIP project planning/design, engineering project management, environ-mental resource planning, compliance monitoring and energy management; and performs related duties as assigned.
 
DISTINGUISHING CHARACTERISTICS:
Senior Engineer is the supervisory and advanced professional-level class in the engineering class series. Staffing for the class could be assigned to several Agency divisions/departments, including Engineering & Construction, Environmental Planning & Compliance, and Maintenance. Incumbents may supervise and/or participate in complex professional engineering, planning and project management work requiring advanced levels of professional training/experience and registration as a Professional Engineer. Assignments are typically broad in scope, requiring the exercise of independent judgment and initiative in achieving results and coordinating the work with other Agency departments and external consultants, contractors and entities.
 
Senior Engineer is distinguished from Senior Associate Engineer in that incumbents in the former class are expected to perform independently on more complex assignments, supervise a unit of professional and technical staff, and maintain full understanding of Agency processes, policies and requirements.


EXAMPLES OF ESSENTIAL FUNCTIONS:

May plan, assign, supervise and evaluate the work of staff; may develop and implement work plans to achieve assigned unit objectives; provides input to the annual budget; makes purchases and other expenditures in accordance with Agency procedures; participates in developing, implementing and evaluating plans, processes and procedures to achieve established goals and objectives in accordance with department standards; prepares and maintains a variety of records and reports.
 
Interviews and participates in selecting new unit staff; may evaluate staff performance; monitors performance and provides training, coaching and mentoring for performance improvement; recommends performance recognition when warranted; with management concurrence, may implement the progressive discipline process to address performance deficiencies, in accordance with Agency human resources policies and labor contract agreements.
 
Provides leadership and works with department staff to ensure a high-performance, customer service-oriented work environment that supports achieving the division's and Agency's mission, objectives and values regarding teamwork, mutual trust and respect; applies best practices and quality assurance processes to assigned areas of responsibility; enforces the maintenance of safe working conditions and ensures safe work practices are followed by staff.
 
Administers the design and preparation of major capital projects utilizing consulting engineering firms or in-house staff; prepares cost estimates; establishes the scope, schedule and budget for design projects; negotiates and manages consultant contracts; reviews drawings and specifications for compliance with Agency standards; interprets specifications and Agency policies and initiates or reviews change orders; prepares periodic project status reports; seals final plans.
 
Represents the Agency with consultants and contractors; prepares correspondence on technical engineering issues; coordinates wastewater, water, recycled water and sewer engineering and planning activities with other departments and outside agencies; revises design and construction standards to improve methods, procedures and practices; makes authoritative interpretations of applicable laws, regulations, policies and design standards; revises and approves construction documents.
 
Tracks, evaluates and reports on design project progress to division management.
 
Monitors construction work in progress, including field investigations, to ensure compliance with approved plans, specifications and standards; compiles and maintains records of approved projects.
 
Directs the development of strategies that plan for, identify and coordinate imported water, surface water, groundwater, recycled water and wastewater supplies, reliability and demand within the Agency's service region; oversees computer modeling and analyses; drafts short- and long-term planning reports and technical documents; identifies and recommends future facilities/infrastructure projects needed to meet regional service demands, integrating multiple planning documents and water policies/agreements.
 
Reviews and evaluates outside agency requests for alterations or new connections to IEUA infra-structure and determines cost; performs plan checks; signs drawings and issues construction permits; performs utilities research to identify conflicts with Agency facilities.
 
Directs the Agency's oversight and efficient management of its energy program; tracks, analyzes and optimizes the Agency's energy management portfolio; identifies opportunities to meet future facility energy needs in the cost cost-effective and efficient manner.
 
Seals plans and specifications.


QUALIFICATION GUIDELINES:


EDUCATION, TRAINING AND EXPERIENCE:
Graduation from an accredited four-year college or university with a degree in engineering, and at least ten years of focused engineering experience, or six years of progressively responsible diversified engineering and project management experience, preferably in a wastewater/water utility, four years of which were at the level of IEUA's Senior Associate Engineer-PE; or an equivalent combination of education, training and experience.
 
LICENSES; CERTIFICATES; SPECIAL REQUIREMENTS:
A valid California Class C driver's license and the ability to maintain insurability under the Agency's vehicle insurance program.
 
Registration as a Professional Engineer in the State of California.
KNOWLEDGE OF:
Theory, principles and practices of engineering design, construction, contract administration and project/program management that relate to wastewater and water treatment/distribution facilities and infrastructure.
 
Principles of physics, mathematics, hydraulics and geographic information systems applicable to civil, mechanical, electrical, structural, hydraulic, environmental and maintenance engineering.
 
Modern methods, techniques and equipment used in the design, construction and maintenance of a wide variety of wastewater, water and recycled water capital projects.
 
The operation of the Agency's treatment plants and related infrastructure.
 
Applicable laws, regulations and codes related to the assigned area of engineering or program management.
 
Modern developments, current literature and sources of information regarding the assigned area of engineering.
 
Principles and practices of effective supervision.
 
Agency practices for budgeting, purchasing and maintaining public records.
 
Safety policies and safe work practices applicable to the work.
 
Practices and techniques of sound business communications.
 
Information technology and computer capabilities applicable to assigned engineering functions, including SCADA and geographical information systems at an advanced user level.
 
Agency human resources policies and labor contract provisions.
 
ABILITY TO:
Plan, supervise, assign, review and evaluate the work of assigned staff.
 
Review, prepare or direct the preparation of complex engineering designs, plans, specifications and legal contracts.
